4. Ecology facilitates access to property for all who are diligent, capable and honest. The worker citizen is by no means an enemy of property, but although most of the Constitutions of the countries “guarantee” the right to decent housing, almost none can make it a reality, that is, it is a brutal injustice that from birth, most of the inhabitants of the world, cannot have the hope of owning , unless there is a glimpse of inheritance, which will usually be shared with siblings and other relatives. Ecology must ensure that every honest worker, whatever his job, can own the home he wants, without it means enslaving a mortgage for life. We must remember that in Argentina, Chile, Uruguay and Spain, between the beginning of the twentieth century and until three or four decades ago, mortgages could not – by law – exceed fifteen years and fifty per cent of a minimum wage. What has happened to make those models that used democracies and dictatorships alike disappear and produced tens of millions of homes? Mutual aid plans, agreements with the construction chambers and state loans did the miracle, even though the financial economy was already working by scratching every banking operation. Ecology can still improve in a great way, those housing plans, thanks to historical experience, a better organization and the nullity of the financial interest.
THE RIGHT TO WORK
The right to work is inalienable. No person can be excluded from the possibility of work, because every unemployed person is a waste for the state economy, but mainly, it is a disgrace to the person himself. Less unhappy is one who has to work on what is not his true vocation, but the State must seek through the Vocational Guidance Service that the work dignify the person. Risky work should be controlled especially by the Ministry of Labour, in the mindset that accidents are very rare, but very common negligence.
It is important to recover the true story, but even more to understand the current reality. Even if we didn’t have the documentary references of history, we could say that this book is pure novel creation. But the truth is that we must learn from both the remote past, as well as the present, and the present. And everything tells us very clearly that we cannot continue to be slaves to “the markets”, whose journalistic allusion is usually done specifically on financial markets. Work is the only legitimate source of wealth. Financial speculation is only the cause of crisis, collective despair and slavery.
The State must keep citizens on its property, secure each’s own thing and protect it. The best way to do this is to ensure a decent job according to the capacity of each one.
The wealth of the people is solely and exclusively due to their ability to organize work, because there is no place on earth – or in the most arid deserts – where there are no resources to be exploited, manufactured, exploited or sold surpluses, or exchanged for other products. Every other conception of the economy is fatua, purely virtual, conducive to the chatter whose results are the crises and informational terrorism about “the markets” that we see today.
The essence of the right to work in every country lies in the moral assessment of the work placed by all, in the highest rank, both in respect of compatriot and community; recognition of work as the foundation of every economy. The right to work and work itself as value leave in the background to any other political, economic or material value.
Work is not only a means of achieving an end, but is first and for the task of all in the economy. It is what directly or indirectly “produces capital”, is the foundation of economics, whether manual, artistic, intellectual or even spiritual. That is why the honest worker must be regarded as the real cause of all the goods, products and services that make the happiness of the community. Consequently, the State must manage the work, better than the highest, most perfect and beautiful jewels or the most expensive treasures that exist.
An irresponsible or foolish individual can quickly squander a fabulous fortune. How much faster a people who do not organize and defend themselves from the “attractiveness” of trade, from the chances of speculation, from the deceptions of economic slavers… The economic “crisis” caused to put the “fear of lack of money” into the minds of peoples, thus appreoating the rulers to impose the “rules of the market” are arranged with a very simple key: Nationalization of banking, annulment of usury and organization of work.
Ecology, it is, as in all other respects, opposed in form and background to capitalism, opposed to Marxist communism and its precepts are extremely clear, although for some minds absorbed by the money system it may be “fearsome”, since any major change entails fears in any person or collective. In any case, every citizen, whatever his rank or job, must understand that the wealth of a people is not measured by a cash balance, more or less fictitious, on the basis of the accumulated capital and the assets of the asset that may lose their value overnight… Wealth can only be measured by the capacity, organization and product of the work.
Ecologing suggests that no one can receive income without work and without effort, because this constitutes directly or indirectly, a detriment to the rest of society. No benefit you receive from society that does not work comes from mere pre-existence. Not even precarious collecting peoples get their food and jobless supplies. Also, in order to avoid the parasitosis of speculation, any attempt to make work and the worker a “commodity” must be curbed, as is the case with temporary employment companies. The character of the work in the Ecology is practically sacred, since it is the essence of the Econogenia, so in no way can its organization be in other hands than the Ministry of Labour, as it is in those of the National Assembly, which in turn is the clearest expression of the popular will, while a democratically unimpeachable driver.
Unemployment, it is not an economic problem or a fortuitous circumstance. It’s a political problem of enormous injustice. Liberalism turned work into an economic factor, when in reality economics is a product of labor. Ecology must fight and overcome unemployment from its strictly ethical stance. Unemployment implies waste of a people’s wealth, and not an inevitable phenomenon of economic life, more or less painful.
While liberalism assumes that there is no work because of capital scarcity, the Econogenia subjects the issue of capital to the labor force of nations. The State has a moral obligation to create sources of work. The Nation cannot deny the fact that every citizen, with the strength of his work, serves and produces the best benefit to the community.
In a first phase, only the work itself can be guaranteed, and not a certain and precise job that everyone wants to obtain. However, the second phase, that of vocational orientation, should be implemented as soon as possible.
At the heart of the Economy is a logical consequence of the abolition of slavery of interest, the real right to work, and in return, the duty to work, which must fit in the conscience of every citizen.
The gap between the poor and the rich must be resolved fairly, narrowed not by impoverishment of the rich, but by enrichment of the poor, and that cannot be done by communism, nor can liberalism. Both extremist currents have caused all the world misery we see on a daily basis. Their results have been the pauperization of the poor, the destruction of the middle class and small and medium-sized enterprises, the bankruptcy of countless productive companies and the monopoly of a few mega-capitals that increase their fortune, of which many eventually end up breaking, with the misered disappointment and loss of the savers and investors. This should be as a past history with the immediate implementation of the Econogenia in all countries where Ecologenia is setting the new course.
THE LIBERATION OF AGRICULTURE
1. General
The economy of the Nations will henceforth be Econogenic, or the world will fall into a degree of slavery as has not been seen in history.
All nations wishing to be truly free and sovereign must immediately return to profitable agriculture, “agricultural culture”, and as diversified as possible, since without it the world is falling into dependence on a few multinationals of transgenic and agrochemical seedlings, encouraging or preparing a slave-like famine situation.
The peasant must be freed from the capitalist yoke and thus all agriculture. The absence of taxes on work and property, together – as in all industries – to their correct organization, will produce the total recovery of the most elementary and important productions.
Productive rural properties must be inexorably undivided, once determined by national assembly law, a minimum area. This will always pass undivided to a principal heir upon the death of the owner. This property must be unenclosureable and unenable, and is not subject to execution for claims of money. It could only be confiscated by the State in the event of abandonment and non-production; but first, its recovery must be stried by the owner, with state financial aid and/or with the help of army work brigades, which, as has happened at many times in history, has served as “constructive training”. In such cases, the Local or Provincial Assemblies must determine a minimum wage for the participants of these brigades, which may also be civilians, not just military.
The liberation of peasantry to the bondage of capitalism and economic support from tax annulment are the most effective incentive for young people, without abandoning particular studies and goals, to also maintain the agricultural culture that is the strongest root of any country’s economy. The relationship between agriculture and other aspects of the economy still needs to be clear. To begin with, no peasant should be inhibited from building on his land the buildings necessary for his life and his activity.
IMPORTANT AGRICULTURAL MEASURES:
The following measures are necessary to give agriculture and livestock the necessary push for an economic take-off that also ensures its future.
I.- Creation of the National Agricultural Chamber, as a nexus agency between the Ministry of Labour and agricultural cooperatives. The Provincial Assemblies shall form a representation in their jurisdiction. Its main purpose is to recover natural agriculture, controlling the agrochemical market, control or determine maximum prices for products, regulate by acceptance or not of imports, both agricultural products and inputs for the field. This House must be made up of farmers and ranchers exclusively and its work there shall be unpaid.
II.– Disengagement from agriculture from the market, in order to avoid speculation and unnecessary intermediaries in the food distribution network. Agricultural cooperatives, made up of farmers or family members in the first grade of farmers, will be the only intermediaries between the producer and the consumer.
III.– Release of agricultural debts. Neither taxes nor debts previously incurred with the private or international banking system.
IV.– Distribution of unproductive land by abandonment and aid for its recovery.
V.– Protection of rural properties against atomization by inheritance partition; as well as protection against the misfortunes of economic life through the prohibition of sale, levies or judicial enforcement. The sale of rural property may only be made at the manifest will of the owner free of charges or economic debts, whether for old age, lack of heirs or other personal reasons, but never by circumstantial coertion of any kind.
VI.– Technology of agriculture: There is, verified by the author, more than a hundred patents on technologies applied to the field, which cannot be carried out “for lack of capital” in some cases, but for lack of state approval in most. In reality, it just does not happen that it is not in the interests of sementer or agrochemical multinationals. The Law on Patents, Inventions and Discoveries, already outlined in the Assembly Constitution, must put a quick solution to these problems that prevent the technical optimization of agriculture and livestock.
THE NATIONAL AGRICULTURAL CHAMBER
This chamber caters not only to agriculture, as it does so equally for livestock; fishing, hunting and horticulture (which will aim to be diversified, avoiding monocultures according to technical determination).
The liberation of agriculture and the entire economy (especially food) from the capitalist bond must give all Ecologenic nations a natural impulse, which can only “disturb” usurers, speculative intermediaries, etc., but never farmers or ranchers. Even the largest landowners have nothing to fear from this Ecologenic system, for the fortunes of the big producers are not at risk but quite the opposite. After the implementation of these measures, agriculture will not again be capitalist, but econogenic, arguably no safer business – and possibly no more profitable – than maintaining a field in production and/or moving.
This National Agricultural Chamber, wholesale and retail trade, as well as the industrialization of all agricultural products, which will also be subject to the determination of maximum prices approved by each Provincial Assembly, for the most part, or the National Assembly in the products of the highest strategic value, must also govern.
This National Agricultural Chamber will be made up of livestock farmers and industrial agricultural manufacturers.
MAXIMUM AND MINIMUM PRICES
“Free trade” is a right, but it is as pernicious as all liberal when it is understood as debauchery, without rules of community interest, therefore the National Assembly will set the maximum price and the minimum price, from which and knowing the actual return, producers will have secured their gain and their competition in greater production, without any risk to their particular economies , and without risk to the nation’s economy. The macabre game of supply and demand must be changed to the fair price, with the consequence of greater purchasing power for the whole of society and a degree of security for the farmer or rancher, which does not exist in the market managed by speculators.
Here lies a revolutionary change. With this firstly, trade is no longer regarded as a private issue, and secondly, it is placed, at least in this part, under the control of the State, or what is the same, under the control of the People according to its assembly determinations and with the technical – not political – assistance of its Government Executives. Nor is the market more full, since the Econogenia eliminates once and for all the influence of capitalist speculation also on the formation of agricultural prices.
While the fixed salary is stipulated at a minimum, the employer being able to pay more to employees and stimulate their creativity and compliance, prices are handled in reverse with respect to the final consumer. The maximums are set, with competition being established in lower price, only from the increase in production, quality or both, but governing a minimum price and a maximum for the first buyer, which will determine the agricultural cooperatives. With the abolition of free price formation in the speculative market, the fall in agriculture, the capitalist economic order, is concluded, and instead, a fair and safe order is established, i.e. Econogenic.
Land indebtedness must be forbidden forever. There are only personal credits for agriculture but the land must be – gradually or instantly as appropriate – completely freed from debt. Public embargoes and auctions are not permitted, so economic mistakes made by their owner may not harm the family or the economy of the Nation.
The maximum prices cannot be increased, as we said, but the technical exception is in some case, only if the Provincial and National Assemblies approve it. In the event of a conflict of interest, the Board of Directors of the National Assembly shall have the power of decision after appropriate technical consultations. There, in such cases, it is where it turns out more than ever that the economy is pure number and statistics, at the service of the common good. It is also important to set a minimum price, which will be set by technical economists.
The prohibition on lowering the price relates only to the transfer of the producer to the first buyer. It usually governs wholesale trade. The minimum prices set are therefore insurance for the producer.
AUTARKY AND FOREIGN TRADE
The Econogenia’s position on autarky and foreign trade is determined not by doctrinal opinions or theories but, exclusively, by historical and current knowledge in understanding the arguments of financial manipulators. Attempts have been made to link autonomous policies to fascism, dictatorships, etc., but in that case we should consider George Washington, Abraham Lincoln and other paladins of democracy in “that way.” Autarchy should not be seen as an iron curtain on foreign trade, but a strategic issue of extreme importance for the well-being of the whole people. Ecologenia seeks to strike a reasonable balance, between the right of the people to the development of all their forces and their economic independence, and the need for mutual coexistence and collaboration with other peoples, in which the honour and dignity of the nation is respected and at the same time ensured, a sufficient supply of material goods.
The Econogenia has nothing against the economy of other nations, but – on the contrary – it appreciates and respects the work of all the workers of the world. But it does not need an Eco-gene nation, submit to the international economic system, nor does it need to organize itself for free trade or customs protection. For where free trade is convenient, free trade will be practiced; where customs protection is desirable, such protection shall be made. Ecologenia has not “preconceived opinions” but knowledge of what serves peoples and what it does not serve, because historical experience is very wide and the margins between the philosophical and the concrete are well defined.
Autarquía does not mean a complete rejection of the international market, but the Econogenia must give an indisputable priority to the nation’s own productive forces. The domestic producer – of any industry – cannot be on the brink of bankruptcy because traders manage to introduce into the country huge amounts of foreign goods paid at the price of misery, which is finally a very expensive price and in two ways: One material, in money that ends up abroad and represents the leakage of foreign exchange always unnecessary, and which ends with local production and the bankruptcy of domestic industries. The other sense, more ethical: The exploitation of slaves in other countries.
Allowing unsuitped international trades involve: Gaining speculators, sponsoring slavery in other nations, destroying the local producer, and ultimately leaving the Nation without productive capacity. In any city and even small towns in Europe and America there are Chinese bazaars and others where everything is achieved at prices far below the national market (also the qualities are usually much lower). And while we “save” by shopping in those bazaars, we pay taxes to pay the unemployed…
If a government wants to eliminate unemployment, the first step it must take is autonomous: Eliminate import permits for all processed products that can be produced locally, while encouraging the importation of machinery to produce and manufacture better, in the event that there is no technical capacity to manufacture it. That is why the domestic market will always be more important than the import or export market. Surpluses of all kinds, once the domestic market is satisfied, may be exported, and in this way the Government has an obligation to do business in such a way that export prices always leave the domestic producer a return the same as that of the domestic market. This return, in any type of product, if greater, would damage the domestic market, directly to the consumer who would run out of products. If it were less it would harm the producer and finally the Nation, because it would discourage it from producing surpluses, forming it to satisfy only the internal market.
At the same time, the State must ensure that the quality of the exported is unimpeachable and to be possible insurmountable, so as to ensure a current of demand that dignify the domestic producer and the country.
Autoarchy also does not mean self-sufficiency at any price, or the absolute closure of the international market, but the call to autarky must be interpreted, in our sense, as a call to development, as complete as possible, of all the economic possibilities that exist in each homeland, in order to achieve self-sufficiency on as solid foundations as possible. What is not negotiable from any point of view, and where autarchy must be absolute, is in the control of the nation’s money. Money as merchandise is not admissible in an Ecologenic system.
The relationship with foreign trade must always be determined by the well-being of the community. The Eco-Gene State and its Government Executives should always be so statistically informed that they can accurately determine when it is possible to export, and when priority is desirable and necessary to give priority to the domestic market.
“Economic crises” in all eras are neither a technical problem, nor accounts badly made by accountants, nor are they a problem of ineptitude of producers and traders, but a stretch of rupus issued by financial speculators and their political minions. In most cases, these minions are not even aware of the whole situation; they are political inepts with their brains very well shaped in schools and universities run by international sinarchy.
However, they are not naive enough not to realize the harm they cause to their people, they are perfectly attributable, and many of them will have to pay condemnation for their crimes, ranging from participating in the famine of a large part of humanity, to suffering and economic slavery of their rulers, to participating in genocide. And we’re not talking about the “bad guys” in movies, the Taliban terrorists, the dictators of some small countries, but the vast majority of the rulers of the falsely democratic world.
In order to carry out the Ecological Plan and its Econogenia, it is necessary, above all, for citizens to understand that the only real source of wealth is the product of work, not speculation. It is not buying or selling currencies that countries become strong and rich. The illusory assembly of the financial economy has only one result: Crisis, but not only the financial one provoked, but the deepest moral, ethical and spiritual crises. And the peoples of the world cannot continue to allow those deceptions that are leading them to depression, despair, and individual and collective suicide.
Chapter Five
SOCIAL AND ECONOMIC ORDER
THE ECONOGENIC CONCEPTION
The Econogenia is clearly corporate and assembly. No measure affecting all citizens should be “markets”, but by rulers, which is through the application of plebiscites (popular consultations or direct “referendums” in the Assemblies and without electronic mediation or other means susceptible to fraud or subterfuge). In the Assemblies is where the real manifestation of full democracy is. Corporations and professional chambers will have the mission of enforging government-enacted framing laws in different countries.
It is not intended to offer an exact system, such as that of a machinery of a future reality, but a thought of effective force so that all living forces in each country, in each nation, are put into motion; awakening all the peoples of the world, from the money-induced lethargy, which causes even children to stop being children after their first words, to become consumers, speculators, “dineralists,” where their education aims only to be good employees of the financial system, where being honest in the management of money is the ultimate virtue, and that by crashing into realities , makes those child thieves criminals, or poor slaves in the poorest countries.
We are not going to enact a complicated theory of the Corporate State, because the Assembly System has plenty of resources for the People to become strong and control their economic and social destiny, and it does not take “wise” to get everything up and running. Let alone “wise in economics.” The wisest technicians in economics to the plain people, will see even simple the Econogenic system. However, comparisons are needed to satisfy theorists who can – thanks to their saturated money democratic mentality – have some difficulty in interpreting this natural social and economic order.
INDIVIDUALISTIC AND UNIVERSALIST CONCEPTIONS
The corporation encompasses all those belonging to the same industry. This concept must be observed in the universalist theory of society. Society can be conceived as a mere sum of individuals (individualist conception) or as an independent totality, in which the individual is only a member (universalist conception). Ecology is a conception of the world of a nationalist and universalist character, although on the other hand it does not demean the individual, nor does it make it mere number and mass as communism does. We read in “Historical Lessons” by Valdemar Hassim, in reference to some struggle of 20th century concepts:
“Individualism, which regards the individual as the original, and society as something derived, sees society as a mere compound of the sum of autonomous individualities or individuals. Such a human society has no personality of its own, no character of its own, but society and state are of a derived nature. A State that is thus born is a useful external mechanism, absolutely instrumental and not something spiritual and moral that has its own value independent of the individual. Such a society knows no organization, no organic structuring of the whole, that is, no real corporation.”
That is to say that individualism is truly unnatural, because no people have been formed by the mere sum of individuals trying to survive, nor by the mere need to trade. There is no “anacoreta village” that interacts only with what is necessary to live. The most primitive tribes have ties between individuals and both individuals and the emotional network of any part of the whole, makes an ethical, moral society, with values of all kinds, with its own identity as a whole. Even nations formed or “independent” by liberalism in America, under the plans of world sinarchy more than three centuries ago, soon took on a group identity of their own.
Patrias were formed, developing folklores based on those of their native peoples, creating flags, acquiring tones and forms typical of their languages, acquiring character of Nation, and all this delayed for centuries the plans of the manipulative bankers who promoted these bloody independences. Then they have had to destroy all these values and patriotic spirits, using media, in order to finally subject peoples to their diabolical instrument which is the financial economy.
The recovery of peoples as corporations called Nations, above any other corporation and especially on financial corporations, as well as turning the economy into a service, rather than just serving it, are the primary political objectives of the Econogenia.
Nationalist universalism denies that the individual is absolutely independent. It explains that community is the condition of human life, both physical and moody and moral, these creations of human life, which possess above individualities, a reality and a value of their own, absolutely independent of the individual. Universalism underpins the concept of the State, People and Nation as an indestructible community of life and destiny. The more firmly entrenched the universalist spirit in individuals, the more confident they will be, the more supportive they will be, and the better prepared to unite and defend each other. Universalism as we understand it is that of a family, whose solidity (without rigidity, by the sum of valid characters and healthy emotional relationships) will mark the happiness, cooperation and mutual protection of individuals.
Consequently, the Society and the State are not organizations instituted by mere economic expediency, but by the need for living, intellectual, emotional, spiritual interrelationship of individuals. Only universalism can underpin the national idea, the idea of the National State, which so desires to destroy the suprapolitics of global finance. They can’t do it yet, people prefer to have rulers closer than a computer on the Brussels stock exchange, but in the meantime, power is exercised by hidden rulers through their employees who keep the mass divided into “parties.”
Universalism and its manifestation as a national spirit, as understood by peoples, is imperatively necessary for the recovery of all values lost at the stage of financial marketcracy. Individualism only discovers in the State, a collective body of secondary origin a simple sum of individuals with some direction. Only universalism can lead to the political position that makes citizens feel “partners,” “comrades,” “compatriots,” as an older family and are willing to sacrifice for the community, to which the prosperity or ruin of the individual is fatally linked.
Individualism, encouraged by the greed of money in the first place, and its fund of “competitive character”, applied to the economy and all the orders of life, leads politically, to the absolute purpose of the selfishness of the individual, and thus altruism and the idea of sacrifice, solidarity and respect, heroism and ethics of the inhabitants of the Nation are nullified. The end result of the individualism generated in the moneycracy, is the slavery of the masses, although at some point they are comfortable, by mere loss of consciousness and because they do not lack food, dress and fun. That state is over soon, when the “crisis” comes.
Biologically, the individual is relative and seemingly autonomous from the point of view of natural creation, however, a baby who is not cared for with Love, caressed, dear, will die or suffer severe psychological degeneration no matter how much better fed he is. But seen in a historical and political context, the individual derives from the great associations and is therefore embedded in the people, state, society, and inextricably linked to the economic destiny of such corporations.
“Corporations, universalist theorists say, “integrate organic structuring or community intermediate bodies.” As spiritual and life communities, also as corporations, can be mentioned for example, those that concern church, art and science, law and economics.
The individual is not naturally limited to a single corporation, according to his profession, spiritual position, cultural interests, etc., but generally participates in many. The various theorists have responded differently, for reasons of position or purpose, about which circles of life or spiritual community will be recognized as corporations themselves. In the Middle Ages, ideal corporations were clergy, nobility and bourgeoisie. Later, the brotherhoods emerged, involving manual workers, specialized workers, economic leaders, officials and finally the “wise”.
Some of these corporations, representing a danger to the nobles and their almost omnipotence, had to function surreptitiously, forming Hermetic Orders – like the first Freemasons – made up of manual, specialized and wise workers. These Orders were the main cradle of democratic ideals; then they were infiltrated by the nobility, by the clergy and finally by the bankers. But in any case, they demonstrated historically closely how corporate spirit works. Also – a lamentable paradox – “shadow rulers” are a sign of the power of corporate spirit. In fact, large companies, almost all of them multinationals, are called “corporations” but in a spirit that has nothing to do with the common good, except for the economic benefit of the components themselves exclusively, which in most cases constitute an Anonymous Company. Although the philosophical sense degenerated, with the selfishness of a society that shares no spiritual, moral or anything other than the pursuit of profit, they achieve their ends because there is a corporate sense.
In order for the greed that inspires them to lead them to ever-increasing individual economic power, they need to preserve the corporate sense for themselves and destroy the corporate spirit of peoples, nations, distorting the conceptions of States, destroying the spirit of the Homelands. A patriotic people who understand the sense of corporation of solidarity can never be subdued as long as it retains that quality.
SOCIO-ECONOMICS ENVIRONMENTALIST CONCEPT
Ecology has nothing to do with the forms of government of the Middle Ages. The idea of corporation of Ecology is fundamentally different, from all historical examples and popularly known theories.
Ecologenia is corporatist in the most natural, ethical and moral sense of the term. The new economic order that must become a global economy, with all its burden of social values, is now in the process of realization like no other time, because the capitalist system has already shown all its “hilachas” and its aberrations are not mere theory, nor fortuitous possibility that “someone did not understand philosophy and that is why there is crisis”. Past or present governments can no longer be blamed, relying on the new leaders of the same parties that support the same system.
The collapse of the global financial economic system is also calculated, planned, even if it appears to be only the product of corrupt politicians’ intentions, or for people or states to ask for too many credits. And its planning is due to a technocratic policy very little known in general, consisting of extreme automation of people, absolute technological, mental and physical control, using microchips, nanotechnology, etc., which allows to keep almost everyone physically located by mobile phones. And a few million people already have chips built into their bodies. Most of them young, in exchange for a certain number of tickets to nightclubs or rugby, football, etc. Others, of their own free will, with the hook that they can be kidnapped and with the chip can be located by satellite.
The biggest problem is in the global genocide plan for demographic control under way. In 2011, when the 1st edition of Ecologenia was written, we noticed everything that was going on and what could happen, through Internet forums and we only received criticisms and labels of “delirantes”, but now, by 2020, those disbelievers are understanding the gravity of the world situation. Now things are taking on other colors, with laboratory virus pandemics like “coronavirus,” which is not known if it’s real or one more campaign to earn money and power, or a terrorism to get used to and that we don’t perceive when the genocide really is detonated by biological means. But we’re still in time to change this state of affairs. The only way out is the economic and political rebellion of the peoples, but not a bloody and brutal revolution like the Bastille, but a revolution of conscience, of no longer accepting the slave rulers and slavers of the global financial system, and imposing an Environmental and Econogenist order, recovering the true corporations represented by the Fatherlands, the States and in their model Assembly , participatory, which must be regarded as the most valuable, the living reality of the peoples.
SUMMARY OF OBJECTIVES
1. Elimination of the capitalist liberal economic spirit, especially “thought in money” and the idea of “class struggle” Poor and rich must come together so that the rich remain rich and the poor cease to be poor. The change of the economic spirit is, in essence, a task of mass education, of raising consciences. It’s about doing it globally. If not urgently done, this book will only serve to lay the foundations for a new humanity among the survivors of a true multiracial, multinational, global holocaust, where we will have to fight against small groups of technological “gods” in order to live with some freedom, even if it is returning to the stone age.
2. Change and overcoming the liberal capitalist economic structure, through an organization of society and the economy, that corresponds to the thought of the community without falling into confusion with the other aberration that is Marxist communism. Here it is an Econogenic task, which goes beyond the purely economic.
The peoples of the world must be structured in their way of life, and in their economic correlations, in the most natural and supportive ways possible. This new structuring is characterized as “corporate organization”. Corporate organization does not mean a different form of state than the Assembly, or just a new economic system. Ecologenia rejects the constitution of a corporate state in the liberal sense, in which the state is the collective designation of corporations. The Ecologenic State is a corporation in which values are people, their emotions, their spirituality, and economics is just an instrument to ensure their becoming.
The Social Order and the Econogistic Order, must merge, be a synthesis without contradictions or theoretical or practical aberrations Restructuring must be carried out gradually and organically, relying broadly on the Assemblies and environmental leaders.
DEVELOPMENT OF THE ECONOGENIC ORDER
THE NEW ORDER AT WORK
This part is, like the Assembly Constitution, a sketch, only a proposed guide that can change in several formal aspects, but maintaining the spirit it contains. It will be very useful when ecology is implemented and that we must take into account, but this is a ‘cosmovisional’ book, not administrative, and the complexity of creating an organization chart when we talk about something at the global level, with the number of issues that can arise in the different peoples-nations, compel us to this clarification. Some States are very close to this scheme, but it will be the new Environmental States that will drive global change, facilitating development for those few whose leaders are aware of this urgent need to combat the New World Order of capitalism.
THE MINISTRY OF LABOUR
The Ministry of Labour responds to the President and the President presents his action to the National Assembly. It is concerned according to a worldview of the political and technical leadership of all workers of the Nation. Only bureaucracy, whose education and conduct to simplify and be optimal, is otherwise carried out by the state is excluded.
A) THE MISSION OF THE MINISTRY OF LABOUR
Its purpose is not to solve the material problems of the daily life of work, but in principle, to educate workers throughout the nation. It assumes the responsibility, in particular, of educating the men of the industry and in the organs of the social structure, in the labour courts and in social security. The “social honour” of the head of the company and that of his staff will be the decisive driving force of the economic social order. The main objectives of the Ministry of Labour are:
1. Philosophical education of its members about Ecologenia and its general aspects. The Ministry of Labour has as its first and highest task to realize in the wide mass of the people, Ecologenic thinking about the community. It is the school in which you learn: “You do not exist only for yourself, but you are a useful associate of the social pool; and when you are a useful associate, then you will best serve the people and the Fatherland; and with it yourself as well.” To this end, a state Ecologenic Magisterium will be formed. Education is carried out under the supervision of the Local and Provincial Assemblies.
It will not be an easy task to bring Ecologenic understanding to everyone, but humanity has no choice today. It must be the self-imposed task of every person who becomes aware of the realities that affect everyone, anywhere on the planet.
It is also the task of the Ministry of Labour to teach a new professional conception and technical improvement. Professional groups should be built that brings together those who have the same profession and work in the different companies. These groups should be entrusted with the following tasks:
a) Creation of a new work ethic. Work is a moral concept, the common denominator of any community of life. The new organized professional instruction should create that type of worker who does not feel as a member of a class, but as a member of the community. The middle class must be recovered as a Single Class, but it must be felt within and part of it, from the President of the Nation to the last citizen, even the one who cannot work. The concept of middle class must imply that the individual feels that he belongs to the community and is “in the middle”, of it, that not in a state of mediocrity with respect to anyone, let alone in the economic sense.
b) Stimulation of good technical training. The exchange of human progress must be required among professional groups. Each worker must be taxed on progress in the field of his or her specialty. Professional performance must be high through competition contests, conducted by employees and apprentices, technicians and even by managers or business owners. However, such competitions, awarded honorificly or in money under the Patent, Inventions and Discoveries act where applicable, must serve to exchange knowledge and capabilities, technical advances of all kinds, which benefit all companies alike, will greatly benefit the Nation.
c) Distribution of charges, so that each one holds his position. Each must be employed according to their capacity, according to the Ministry of Vocational Guidance. This seeks the high end of a beloved work, the one that is done with Love and you would “pay to do it”, while truly community. The School Workshops, and other similar institutions, will be run by the Local and Provincial Assemblies.
d) Use of free time and organization of a wide cultural life through the special organization of leisure workshops, where the folk and modern arts, artistic expressions and classical culture of each people, destroyed by market policy, are rescued.
At the end of their work, citizens must find all kinds of cultural options in which, if possible, they should participate, not be mere spectators. The same should be done with sports. The massive distraction that leads to idiocy to crowds, through the unproductive expectation of sports, where the best psychic energies are spent, must be replaced by participation, by the real prominence of citizens.
The organization of free time should not work at all in a special way for different professional groups, but every profession must be in the community and live it. Travel, tourism, the development of individuals outside their professions, should not be the privilege of a few “rich and famous”. The greatest of modern social injustices against the peoples of the world, is the creation of the market system based on capitalism and individualism, because it has created two castes clearly differentiated and separated by an abyss: Rich and poor.
The Econogenia will not make “all equal” as Marxist communism has intended, but – in any case – as have largely been achieved by a few States, even without reaching the advancement of ecology: “To each one its own”, but with the same possibilities for all, ensuring with total gratuitousness the five basic pillars of society that must be under the strict control of the Assembly State : Education, Safety, Information, Health and Justice.
Small or not so small pay differences in the beginning, until the system evolves in its natural form, will be obtained through longer working time, and greater dedication and suitability demonstrated in their positions.
e) Setting the average salary: This will be established by agreement of the Ministry of Labour and the Professional Chambers, the Chamber of Industry and must be approved by the National Assembly. It is not to be done in terms of “negotiation” as trade unions do, but in terms of “reason, take account and determine what is right for all.”
(f) Creation of the Labour Court, which shall be independent of the rest of the judicial apparatus. The functions of this Labour Court shall be:
1. Advice to citizens, on common issues of labour law and social security.
2. The representation of them before the Ministry when necessary and the resolution of any labour dispute when no agreements are reached.
3. Technical teaching of advisers in the jurisdiction of the Labour and Social Security Courts.
(g) Economic Planning in coordination with the Minsiterio de Econogenia, through the cooperation of Community companies with private economic groups, and with labour representatives.
(h) Health in the workplace: It is also for this Ministry, in coordination with the Ministry of Health, to set up and maintain aid institutions in cases of unemployment, disability, old age and death.
B) ORGANIZATION OF THE MINISTRY OF LABOUR
The structure of the Ministry, although it depends on the President, should be harmonized with the direction of the National Assembly and its delegations must be with the Provincial and Local Assemblies for some activities and resolutions.
The President of the National Assembly is the Direct Head of the Minister of Labour in an executive and practical function, although all major resolutions must be passed through the approval of the Board of Directors of the National Assembly, even if this approval is “non-binding” in some cases.
The Minister of Labour shall be responsible for the relevant secretariats and his organization shall be adjusted in a plan to be approved by the National Assembly. Likewise, it will form an Internal Board with its secretaries and an External Board, with the directors of the companies it considers strategic, the Chambers of Professionals, etc.
The administrative organization of the Ministry of Labour has the following structures:
(a) The Minister of Labour is subordinate to the main secretariats: 1) General Health (which governs health workers, not to the functions of the Ministry of Health), (2) The Ministry of Educators’ Labour, which addresses the affairs of education workers, not the affairs of the Ministry of Education, which will only govern curricula , edilicious matters, etc. 3) Occupational Safety 4) Employment and Vocational Guidance, which will govern the workers of companies. 5) Self-management, which shall govern self-employed workers and The Professional Chambers. 6) Territorial Management, which will define the productive strategy by sector, apart from the jurisdictions of the Assemblies.
The Ministry of Labour will regulate in such a way the distribution of employment and self-managed ones, which must travel as little as possible from their homes. Only the resulting economy, as well as the benefit in human time and effort, will result in such a benefit that it more than subsidizes the holiday periods of citizens, which will be agreed by the National Assembly in accordance with the suggestions of the Ministry of Labour.
Among the Ministries of Education and Labour, leisure plans for communities will be developed, so that citizens’ access to all cultural activities are free in all possible, and guided towards activities of inner, spiritual, mental and physical growth.
C) STRATEGIC INDUSTRIAL CHAMBERS
The Strategic Industrial Chambers will be divided or structured cellularly, under the organization chart of the Ministry of Labour, in order to remain in optimal functionality, occupying their templates, saving the maximum resources, avoiding any deterioration to the natural environment, and it is recommended to militarize their templates, whenever we talk about strategic industries. This will not apply to the footwear industry or small and medium-sized workshops, for example, but to textiles, large metalworking factories, automotive factories, energy companies, large chemisers, public transport and all those that will always require extra security in their establishments. Instead of paying for private security agents or requiring it from the police, it is preferable that their own workers be militarily trained to defend their work, their company, their homeland and their people. We have already discussed this in point 9 of “The Concepts”, Chapter Three.
Entrepreneurs must work decisively together in the establishment of trustworthy councils. The head of the company must draw up a list of delegates and alternates each year, according to the head of the industrial cell. In this way, every member of the trust board must have the trust of the cell chief and these will be the main candidates to be delegates of the Local and Provincial Assemblies.
It is of paramount importance that employers and workers be properly instructed in organizational details and eco-gene doctrine. No army, no particular power, has the power that workers possess, because work is the most legitimate energy of a nation.
D) THE NATIONAL LABOUR ORDER
For the fulfillment of the Ecologenic Plan and its consequent Econogenia, it is important to blend the people into the spirit and doctrine of Ecologenia. The Law should regulate the fixing and compliance with the provisions of occupational safety and “man’s hour” pay, as a minimum wage, but places at the forefront the spiritual foundation of the new conception of work, so much so that its application directs the greatest demands towards the feeling of responsibility, and to the community spirit of all citizens.
The law must induce a way of feeling that it should be taught to all citizens. The happiness of a people is neither the laws nor the dead paragraphs, nor the mere economic abundance. Only the spirit and conception of the world that man has determines his happiness, his well-being, and his destiny. Ecology is teaching, it is formation of the spirit and soul, and not just a structure and organization.
The starting point of the law in general and of work in particular, is the thought that the community is based on the principles of solidarity, loyalty, honor, respect and love for the whole community, by each individual. All other interest is of minor importance. Class struggle is eliminated and replaced by a relationship of loyalty, collaboration and mutual trust. While there has been a number of patterns of organization and submission to the pattern, of abysmal economic differences, of opposition and class struggle, social adversaries cannot exist in Ecologenia. Employers’ associations must be dissolved and replaced by the Chambers of Professionals. Business leaders must operate in harmony with the state; that is the only way to secure their companies, to count on their employees as allies, to print their creative spirit to them without the risks of the swings of speculative economies, without the possibility of bankruptcies or countless administrative costs, without tax burdens like those that lead to disaster to most companies in all countries where nothing in ecology is applied or known.
Human labour is not a commodity, but work and economics have a moral value and a mission to the people, and thus the economy, the factory, the workshop, beyond the civil concept of property, belong to and should serve the community, the People. The machine and the workplace belongs to some extent to the worker who creates with these elements, when he does his thing correctly. Although legally the tool, machine or work room correspond to its owner, the employee must “make them his own” in the feeling, in care, because somehow it is all his own. The workplace must be for him a temple, where his capacity becomes a benefit of himself and all. He should also be taught to take care of the “work environment” through the respect and joy of sharing with his peers whatever task. That is infinitely more important than the administrative techniques of economics. That is what generates in a true nation happiness and wealth. That education is what makes the employee not looking at the clock wanting to leave.
E) BUSINESS DIVISION
Companies are basically divided into four:
1) Minor Private: Those of five or fewer employees.
2) Major Private: Between 6 and 10 employees. They may be private, but with surveillance of the Provincial Assembly.
3) Minor Community: From 11 to 19 employees, who may be private but will be under the regency of the National Assembly.
4) Senior Community: Of 20 or more employees. It may not be private and shall be in charge of the Ministry of Labour and may be intervened by the President of the National Assembly.
